When does free speech cross the line into harassment?

I'm currently reading a book on verbal self defense and womens empowerment called Back Off! It's pretty good so far but it brings up a question. If a women is walking down the street and a guy(s) start commenting,whistling, etc doesn't that fall under free speech? This is a different situation then a boss or boyfriend or a person is a position of authority over the person.

Jeering at someone may not cross the line legally but it does cross the line re decorum and it is uncouth - irrespective of whether it is so-called *free speech* or not.
