is it illegal to carry an electric shock pen as self defense?

i want to carry sometihng in my bag for self defence. i was wondering if i coud carry a shock pen? (it wouldn't be high voltage, more of a prank one). If i can't carry that can i carry a cactus?

Where is the "pack" of nerves behind the ear running down the neck exactly located?

I have herd if you kick or punch somebody behind the ear the "pack" of nerves create an electric shock that makes your brain feel like its bleeding and you are KOd in like 5 seconds, its not suppose to do any permanent damage tho. i want this info for self defense only and any other knock out without injury or damage strategies

The vagus nerve maybe? I dont think there is a nerve that would do what you described but the vagus nerve is in that location if you stimulate it you can decrease someones heart rate and maybe knock them out but that would require messaging it which doesnt really seem practical in self defense just kick someone in the sack its probably easier.
